He studied law and economics at the universities of Munich, Geneva, Paris, London, Heidelberg and Mainz. After his studies, Prof. Mangold held various positions in the German industry sector. From 1983 to 1990, he was Chairman and member of the board of management of Rhodia AG, a subsidiary of the former Rhône-Poulenc-Group. From 1991 to 1994, he was Chairman of the Executive Board of Quelle AG. From 1995 to 2003, he was member of the Executive Board of DaimlerChrysler AG, and during the same period, he was also Chairman of the Executive Board of DaimlerChrysler Services AG. In that capacity he was responsible for the Business Services segment and the Central and Eastern European markets of DaimlerChrysler AG. Klaus Mangold was member of the Supervisory Boards of Metro AG and Continental AG, Germany, Chairman of the Supervisory Board of Alstom AG, Germany, member of the Supervisory Board of Alstom S.A., France, member of the Supervisory Board of Swarco AG, Austria, as well as member of the global advisory council of Ernst & Young, USA and Chubb Ltd. New York, USA. Until May 2019, he was Chairman of the Supervisory Board of TUI AG, Hannover. From 2000 to 2010, Prof. Mangold was Chairman of the German Committee on Eastern European Economic Relations. Furthermore, until 2019 Klaus Mangold was Chairman of the Supervisory Board of Rothschild GmbH, Germany as well as Chairman Rothschild Russia and CIS. From 2018 to May 2022, he was Chairman of the Supervisory Board of Knorr-Bremse AG, Munich. He still is Vice Chairman Rothschild Europe, Paris/London. Klaus Mangold is founding member of the Executive Board of the Association of Friends of the Academy of Arts, Berlin and member of the Board of Trustees of the Jewish Museum, Berlin. Furthermore, Klaus Mangold is the Chairman of Mangold Consulting GmbH based in Stuttgart, which was founded in 2003. From 2013 to 2022 Klaus Mangold was a member of the Supervisory Board of the holding “Baiterek” in Kazakhstan, and from 2021 till the beginning of 2022 he was member of the Supervisory Board of the Analytical Credit Rating Agency (ACRA). Klaus Mangold is Honorary Senator of the University of Freiburg. He is Commandeur de la Légion d’Honneur, France since 2004. She is also an Associated Researcher and Lecturer on EU-China Political and Economic Relations at the ESSCA School of Management EU-Asia Institute in France. In addition, Ms Goethals is a Member of the Mercator Advisory Council of the Flemish Ministry of Mobility and Public Works, and member of the Advisory Board of the Student Think Tank for Europe-Asia Relations (STEAR). She holds an MA in Political Sciences and International Relations and a Teacher’s Degree for Secondary Education from Ghent University in Belgium. During her studies she undertook an Erasmus exchange programme at the University of Padova in Italy and conducted a research project at the University of the Western Cape in South Africa. Between 2013 and 2018 she was based in Beijing, conducting research on EU-China relations, higher education cooperation and student mobility between the EU and China, Hong Kong and Taiwan, whilst still affiliated with EIAS as its Programme Director for Asia. She was a Doctoral Researcher on EU-China Relations at Ghent University and Beijing Normal University, and was a Visiting Researcher at both the Centre for European Studies at Peking University and the European Union Centre in Taiwan at National Taiwan University in Taipei. Besides this, Ms Goethals contributed to the Immigrants in China project of the French Agence Nationale de la Recherche (ANR) for ESSCA School of Management in France as a Research Assistant, conducting research on “China as a Talent Magnet: The Student Mobility-Migration Nexus in EU-China Relations”. As the Director, she manages the EIAS Projects, Publications, Events, and other activities, while closely following the latest developments in EU-Asia Affairs. He has spent almost two decades acquiring deep expertise in project finance, public private partnerships, Fintech solutions, wealth management, and business services in the banking domain. In accordance with the presidential decree dated January 7, 2019, Golib Kholjigitov has been appointed Director of the Agency for Development of Public-Private Partnerships under the Ministry of Finance. By taking the post he becomes Deputy Minister of Finance of the Republic of Uzbekistan. He also previously held the positions of Project Manager at Bank of America Merrill Lynch and Union Bank of Switzerland (UBS) in New York City, as well as Strategy Consultant at KazMunayGas, Kazakhstan. As Director of Policy Improvement Centre under the State Competition Commission of the Republic of Uzbekistan, he spent six years overseeing research projects targeting different areas of the economy. Mr. Kholjigitov experience in the academic sector comes from the Kazakh-British Technical University (KBTU) in Almaty, Kazakhstan where he served as Deputy Dean of the School of Business and as Associate Professor of Finance. Louis Skyner Partner at Dentons, EUROUZ Board Member Moderator Louis Skyner an English-qualified solicitor, joined Dentons in May 2017, having worked in the project finance and energy practice of a leading international law firm in both its London and Moscow offices. His oil and gas practice has primarily involved advising E&P companies on their participation in upstream and downstream projects, project sponsors on the negotiation of finance and project documents, and project operators on a variety of contractual and regulatory issues. In terms of his power practice, Louis has advised project sponsors of a variety of non-conventional power generation projects, principally solar, hydro, and wind projects, on their structuring and financing, and the operators on the negotiation of the key project documents, e.g. EPC contracts and offtake arrangements. Finally, Louis has used the experience he has gained working in the energy sector to provide advice to governments across the region, both on the implementation of concession and public-private partnership arrangements for energy and infrastructure projects, and on unbundling and the development of competitive power markets. In addition to his legal practice, Louis has authored numerous articles on Eurasian energy market regulation, economics and politics. To support his education he has obtained different prestigious international and governmental fellowships and awards. In 1998, he obtained the governmental scholarship by the “UMID Fund”, the Presidential Scholarship Program of Uzbekistan for Talented Youth to Study Abroad for the “Environment and Water Resources Management” program. In 2001, he completed the MSc at the Colorado State University on Watershed Science, defended the dissertation named “Tamarack Recharge Project Chemistry and Hydrogeology on the South Platte River, Colorado”, where he used GIS methods to model the groundwater flow. In 2004, he received Presidential Award for Outstanding PhD Students by the Science and Technology Center of the Cabinet of Ministries of Uzbekistan. In 2005, he defended the Ph.D. (Candidate of Science) Dissertation on Prediction of Groundwater Pollution in Hydraulic Relation to Surface Water (Chirchik River Valley) at the TIIM.
